Government Relations
Through the Jewish Community Relations Committee, the Federation seeks to impact public policy and serve as an advocate for Israel, world Jewry and social justice. The history of JCRC spans more than six decades. As a major voice for the Los Angeles Jewish community, JCRC enables the Federation to speak to local, state and federal policy-makers with the confidence and backing of our community – and the wherewithal to advocate on issues that really matter.
Naturally Occurring Retirement Communities
Over the next 30 years, the United States’ senior population is projected to double, with a large increase of frail elderly—those older than 85. Caring for our elders will become one of the most complex and expensive problems our state and federal government will face. The American Jewish community is disproportionately elderly. Close to 20 percent of Jews are already over the age of 65, compared to less than 13 percent of the general population. A significant number are over the age of 85 and need help with activities of daily living like eating, dressing and walking. The need for a national long-term care solution is a top priority for The Jewish Federation.  

In 2002, the Federation’s JCRC helped Jewish Family Service secure $500,000—the first grant in California supporting NORCs (Naturally Occurring Retirement Communities.) This demonstration program, called Living Independently in a Friendly Environment (LIFE), now thrives in two locations: one in West Hollywood that serves 6,500 seniors and one in Park La Brea that serves 1,500.  

The NORC Model is innovative and more affordable than other retirement options. It allows seniors to age with dignity. In Los Angeles and more than 30 other communities across the nation, the NORC model keeps seniors living independently by providing services like grocery shopping, transportation to medical services, nutritional and financial planning, and safety awareness.
